Submitting evidence for the Government AI Readiness Index

Oxford Insights publishes the annual Government AI Readiness Index, scoring countries across a set of pillars, dimensions, and indicators. As for the previous edition, and following feedback from users and our advisory board, governments can submit evidence directly in support of their scores, rather than relying solely on our desk research.
In practice: if your government has a policy, institution, dataset or published commitment that you believe our researchers might miss or under-score, you can point us towards it.
In addition to informing the Government AI Readiness Index, the evidence you submit helps us build a repository of evidence on AI governance approaches around the world.
Please note that our framework is not final, so we cannot guarantee that all of the evidence requested will ultimately be used to determine scores in the Index.
Government officials. The form asks for your name, email, country, and government department. This is a channel for official representatives.
Each country submits a single form. The form contains a separate evidence field for each eligible indicator, so all of your country’s evidence arrives together.
You do not need to complete every field. Leave blank any indicator for which you have no evidence to add; blank fields are simply scored through our own research as normal.
Because there is only one submission per country, please coordinate internally before submitting. Gather input from the relevant departments and agree on a single consolidated response.
Evidence can only be submitted for a defined subset of desk research-based indicators for which data is collected by Oxford Insights researchers. The indicators for which submissions are accepted are set out in the form.
Indicators drawn from third-party datasets are not open to submission, as changing them would break comparability across countries.
Evidence submitted against any indicator outside this list will not be considered.
All evidence items must be:
• publicly available and accessible online;
• not behind a paywall; and
• provided as a live web address (not a link to a shared drive, and not a direct document link)
Anything failing to meet all of these criteria will not be considered.
For every indicator you complete, you provide:
• The URL: the public web address of your evidence
• a brief explanation: how the evidence supports your country’s score against that specific indicator.
Before submitting, you must confirm that the evidence is within the public domain and publicly accessible online, and acknowledge that Oxford Insights has final discretion over all evidence submissions and may exclude anything that does not fully meet the criteria. Declining the terms means the evidence will not be reviewed.
Check the methodology first. Each indicator has a description detailing what would be considered as sufficient evidence to receive points.
Please provide one link per field. Where several sources are relevant, choose the most authoritative and, if needed, use the explanation field to reference the others.
The evidence portal is open now. Oxford Insights is receiving submissions until the 13th of October 2026. We cannot accept evidence submitted after the portal closes. The full Index is due for publication in December.
Personal information shared through the form is not shared outside Oxford Insights and is held in accordance with GDPR.
