Pilar de Alvear

Pilar is a Senior Consultant at Oxford Insights. She has established expertise in AI policy research, having designed and led projects for international organisations, national governments, and NGOs. Her work includes informing the redesign of policies to better achieve the objectives set out in national strategies; supporting the implementation of digital rights charters; and developing public-value approaches to AI adoption across the public sector.

Alongside this, Pilar combines creative and visual storytelling with critical theory to analyse the societal implications of emerging technologies. She has mapped the socio-environmental impacts of data centres; examined the relationship between gender and technology in electronic music scenes; and directed a documentary on female platform drivers in Paraguay, examining how they collectively organised to confront algorithmic management, labour precarity, insecurity, and gender-based discrimination.
