Holly Davis

Holly Davis is our Director of Delivery, having joined Oxford Insights in September 2026.

Holly is a people-focused delivery leader with ten years of experience scaling delivery operations and leading organisational change at values-led digital agencies, working with public and private sector clients.

Throughout her career, Holly has focused on helping organisations grow without losing sight of quality, purpose or people. She is known for building high-performing teams, coaching people rather than managing them, and getting the balance right between structure and autonomy so that teams know what good looks like.

Before joining us, Holly was Head of Delivery at Torchbox, the employee-owned digital agency. There she developed delivery standards and frameworks, strengthened planning, reporting and financial oversight, and led the development of an AI delivery framework to help teams use AI tools effectively and responsibly.

Before Torchbox, Holly worked at Deeson (now part of TPX Impact), where she was on the senior leadership team and led delivery operations across a £3.5m portfolio. In that role she turned strategy into practical operating models and balanced delivery excellence with commercial sustainability.

At Oxford Insights, Holly sits on the Senior Leadership Team and is responsible for stewarding the OI Way. She owns the quality of our craft and makes sure that as we grow, we keep what makes us who we are.
