Emma Hankins


Emma is a consultant at Oxford Insights. She is passionate about the role of technology in improving public services and public participation. She has a background in public policy, with a particular interest in social policy and feminist economics.

Emma holds a BA in Communications, Legal Institutions, Economics and Government from American University and an MSc in Public Policy from the University of Strathclyde, where she conducted quantitative analysis on gender differences in time use during the COVID-19 pandemic. Since joining Oxford Insights, she has led data collection on the 2022 Government AI Readiness Index, helped the charity Movement to Work measure the return on investment of its employability programmes, and written reports about UK government support for quantum technologies based on interviews with quantum experts. Prior to joining Oxford Insights, Emma worked in research roles for American political organisations and completed an internship with a member of the Scottish Parliament.

In her free time, Emma enjoys knitting, reading mystery novels, and exploring northeast Scotland.
