Caroline Moss is a Consultant at Oxford Insights with a background in design, research and programme evaluation. Before joining Oxford Insights, she worked across international development and higher education, with a particular focus on evidence, learning and organisational improvement.
Caroline holds a PhD in Development Studies from London South Bank University and an MA in Development and Emergency Practice from Oxford Brookes University. She has lived and worked in Latin America and conducted her PhD research on community organisations in Kenya.
At Oxford Insights, Caroline works across digital delivery and AI policy. She is currently working as a Business Analyst with DEFRA, helping to shape a new digital solution around user needs, existing planning processes and pain points. She has also worked in an Agile delivery team for the Department of Health and Social Care and on the Government AI Readiness Index 2025.
Outside of work, Caroline volunteers at a local community garden and enjoys inventing crocheted gifts for friends.
