In the face of climate change, public health crises and other global challenges, strengthening government capacity is more important than ever. Emerging technologies—when effectively integrated into public services—can help institutions respond more efficiently to citizens’ needs.
But governments cannot tackle these challenges alone. GovTech, a governance model built on collaboration between the public sector, startups, academia, and civil society, offers a path towards more agile, responsive, and future-ready public administrations.
Produced in collaboration with CAF—Development Bank of Latin America and the Caribbean—the GovTech Index 2024 evaluates the maturity of GovTech ecosystems across Ibero-America. It examines 30 indicators across three pillars:
- Innovation – supporting the development of new solutions
- Governance – ensuring institutional conditions for adoption
- Collaboration – fostering trusted partnerships across sectors
This edition reflects the evolution of the GovTech concept, expanding beyond public procurement to include broader forms of cooperation and long-term policy vision. Alongside quantitative data, the report includes case studies, country profiles, and public policy recommendations to strengthen the region’s GovTech ecosystems.
